The scanner Action is MIT-licensed and runs in your own GitHub Actions minutes without a FlagShark account. It reports flag usage. Hosted migration and cleanup PR workflows are separate and depend on access, policy and exact supported code patterns.

Code-only scanning and assessment can find usage without provider access. Automatic cleanup needs authoritative terminal-state evidence and current policy checks; flag age alone is insufficient. Missing provider evidence is an explicit limit, not permission to delete code.

The scanner Action can run independently of hosted plan limits. Hosted repository tracking and cleanup follow the applicable plan, workspace policy and exact support contract.

FlagShark is conservative: if we can't safely propose a removal (e.g. the flag is referenced in a runtime expression, or it appears in a config file we can't reason about), we report a blocker. Review the retained branch, effects, validation and remaining usages. Every removal PR is yours to review and merge. We don't auto-merge anything.
